1911/2021 Bulk operation: Solving the horror named "Traffic congestion"

As the gateway to CICT and Quang Ninh Port and many big companies in Cai Lan Industrial Park, Cailan Port junction has been frequently covered with congestion over the years. Every time vessels arrive, the stressful traffic jam is the constant fatigue of truck drivers and causes many obstacles to operation activities at ports. However, thanks to CICT's proactive implementation of arrangement, channelization and coordination measures, this situation has decreased significantly in the last two years, bringing tangible benefits to all parties operating on this route.

 

 

  With Cai Lan's throughput volume up to nearly 10 million tons/year, the number of vehicles entering the area is difficult for many businesses. However, the port junction area has a limited area. Moreover, the lack of large parking spaces leads to trucks' parking into the roadway. Especially when bulk cargo vessels docked at the port simultaneously, the serious traffic jam was once a "terrifying" of transport companies. This situation seriously affects the traffic of vehicles and economic losses for the businesses in the area due to the congestion that reduces the productivity of delivering cargo, the redundant cost of the vehicles.

 

Understanding this situation, CICT has proactively planned and cooperated with other businesses operating this route in the area to organize, arrange, and coordinate trucks right from the junction. Starting from 2019, the Portal system applied in monitoring and registering vehicles has become an effective tool for CICT to control vehicles right from the road. In addition, a security team was dispatched on duty to distribute and coordinate traffic flow right from the junction instead of the Port gate as before is an extremely important factor in creating effective vehicle regulation.

 

 

To carry out the duty, the Port's security department - the in-charge staff will inspect the vehicles right from the outside. Before arriving at the port intersection, all vehicles must complete the registration on the portal system of CICT. The staff and the CICT Security Shift leader will check the basic information, compare it with the system, and regulate the vehicles queuing into the Port. Those who have not registered/information does not match the system will be invited to remove from the queue for instructions/recheck, minimizing the waiting time for other vehicles.

 

However, it's not an easy task. Talking to Mr. Hanh - a security officer who has nearly ten years of experience working at CICT, he shared: "The work of channeling and coordinating vehicles faces many difficulties due to the infrastructure system in Cai Lan area is degraded, unable to keep up with development trends (narrow lanes, no parking for vehicles...) In addition, at the same time, many businesses are passing through this road to transport cargo. For example, during peak times when some bulk vessels docked at the port, the number of vehicles in one shift is up to 300, and the traffic jam lasts many kilometers, from the area in front of the port to the Cai Lan overpass. Moreover, during the epidemic time, the inspection of vehicles also takes a lot of time because security staff must instruct new drivers to download medical declaration apps, install and fill in the information."

 

 

Traffic separation can become more and more difficult due to the uncooperating of some drivers who do not follow the instructions of security staff. Moreover, when the weather is hot, which makes people easy to get angry and upset, security staff must try to arrange and avoid aggravating the situation. Therefore, this duty becomes very hard work due to working at the junction with a very high density of vehicles, dusty and noisy environment, working at day and night, sunny or rainy. However, the result is a significant reduction in traffic congestion and substantial improvement in traffic at the Port junction, which proves that CICT is on the right track. 

 

Although this is only a small step in bulk cargo operation, CICT has always been trying to improve the services to bring the best experience to customers when cooperating with Port.
